Yes, you need to submit an Property Improvement Request to the Architectual Control Committee (ACC).  In addition to house color, you need to get approval before getting a new roof, changing exterior finishes, repair/replace flatwork (concrete/asphalt/etc.) or adding flatwork, room or deck additions, adding permanent yard structures, adding a sheds, adding a greenhouse, etc.
