The High Pines Owners Association (HPOA) is a private corporation with authority derived from Colorado statutes and "governing documents"--the covenants, conditions, and restrictions (CC&Rs) and the corporate documents (i.e., articles of incorporation and bylaws). The HPOA provides services, regulates activities within our development, and levies assessments. The long-term objective/benefit is the preservation of property values for property owners (and members of the Association). The HPOA consists of a Board of Directors and Officers (e.g., President, Vice-President, and Secretary/Treasurer). The Board has the authority to establish committees and has one standing committee called the Architectural Control Committee that reviews/approves property improvement plans within the Association.
According to the Declaration of Covenants of the High Pines Owners Association (HPOA), the purpose of the ACC is to review and approve/disapprove plans for all improvements (both new construction of homes and any changes/additions/major repairs or renovations to homes or real property) constructed on private lots located within the HPOA recorded subdivision map. The ACC is responsible to monitor all construction on private lots and may enter any lot for the purpose of inspecting and monitoring construction to check conformance with the covenants and approved plans. Any request for approval of a proposed improvement shall be deemed approved unless notice of disapproval is sent to the applicant within 90 days of actual receipt of a properly completed application by the ACC. The ACC may require site changes, if in its opinion, including for aesthetic reasons, the proposed improvement would unduly interfere with existing trees, with drainage of the property, or the use and enjoyment of adjoining lots. Since costs are sometimes required for outside professional consultants or technical reviews, nominal fees are required with submitted applications. Unused application fees are deposited into the HPOA general fund.
